I have found that Focus Solutions in Kansas City can pretty much work miracles. Not sure if they do much in the way of audio but I have copied their administrator to see if they can help.

Subject: [teknoids] Audio Recording
We have a recording that was made with a digital recorder that captured one
student threatening another student. Unfortunately, the recording is pretty
crummy with lots of ambient noise and distortion. The Dean of Student
Services would like to find out if the recording could be "cleaned up" in the
hopes it would be more intelligible.
I have limited audio "tweaking" experience and was wondering if there is a
service for this type of need.
Any help would be appreciated.
